His Highness Dr. Sheikh Sultan bin Mohamed Al Qasimi, the Supreme Council Member and Ruler of Sharjah issued the  Amiri Decree No. 39/2014 on transfer and appointment of Dr. Engineer Rashid Obaid Jumaa Al Leem as Chairman of Sharjah Electricity & Water Authority on Grade of Department Chairman.

The Amiri Decree stipulates that the Decree shall come into force as from its date of issue and supersede each provision contradicting with its provisions. All the relevant bodies, as concerned, shall comply with this decree which shall be published in the Gazette.

As per his profile, Dr. Eng. Rashid Obaid Jumaa Al Leem is widely considered as one of the most prominent leading thinkers in the fields of the economical businesses and development of corporate leadership skills on both local and international levels.

He is also acknowledged as a visionary strategic thinker who managed with his unique management mentality, to drive the forces of changes and development at both Sharjah Department of Seaports and Customs and Hamriyah Free Zone Authority.

Dr. Eng. Rashid Al Leem who was born in Sharjah, is holding a PhD from University of Salford, Manchester, UK, and multiple honorary doctorates from Somalia University for Humanitarian Services and American University in the United States

With his vast experience of more than ten years in the field of human resources development Dr. Al Leem was the mastermind leader of change at Sharjah Department of Seaports and Customs and Hamriyah Free Zone Authority when he was heading their management. He succeeded in transforming them to a strategic commerce hub that empowering thousands of businesses in the region, contributing to the development of the UAE economy.

He has a farsighted leading role in promoting and spreading out the culture of Corporate Excellence. For him, the human development is a vital capital and basic cornerstone for the development of any economic and administrative businesses.

He was bestowed the honor of Environmentalist of the Year 2012 by Mahathir Mohamad, Malaysia's fourth prime minister in recognition of his contributions towards a sustainable environment,

Dr. Al Leem's record of awards also include the Achievement Award by League of Arab States, Gold Medal from the Mayor of Cannes for outstanding efforts in maintenance of the water resources, Gold Medal from the Mayor of Cannes for environmental efforts, Excellence in Leadership award from Federation of Chamber of Commerce & Industry in India and Man of the Year by Khaleej Times newspaper. He was selected as  Maritime Personality for 2009 by Marine Business TV.
